On December 4, the University launched a workshop on «Planning and Financing, Accounting and Reporting, Personnel and Salaries, Property Relations in Higher Education Institutions». Over the course of three days, these issues will be covered by experts from the Ministry of Education and Science, the State Property Fund of Ukraine, the State Tax Service, the State Audit Service, the Pension Fund of Ukraine, the National Agency for Corruption Prevention, the Accounting Chamber, and the State Treasury Service of Ukraine. Lviv Polytechnic, its structural units – colleges, as well as representatives of other HEIs, will participate in the event. The meeting will be moderated by Liubomyr Pylypenko, Director of the Institute of Public Administration, Governance and Professional Development. After the seminar, participants will prepare a resolution outlining the issues that require urgent amendments to the legislative and regulatory framework.
The seminar was opened by Nataliia Shakhovska, Rector of Lviv Polytechnic, and Andrii Stashkiv, Deputy Minister of Education and Science of Ukraine.
In her welcome speech, the Rector of Lviv Polytechnic noted that an event of this scale was last held at the University 25 years ago and focused on accounting issues in Ukraine. The current seminar is equally significant, as Lviv Polytechnic places considerable emphasis on training future finance professionals. It is worth noting that accounting education has been part of the University’s tradition since the establishment of the Real School in 1816.
The first block was dedicated to planning income and expenses, estimates, as well as staffing standards and schedules of HEIs. Reports on this topic were made by representatives of the Directorate of Strategic Planning and Restoration of the Ministry of Education and Science: head of the expert group Oksana Tkachenko and chief specialist Oksana Kravchenko.
Oksana Kravchenko told the audience about the planning of expenditures for higher and professional pre-higher education institutions for 2026, emphasizing that the provision of budget expenditures will be transparent, in accordance with new norms and economic challenges. In general, expenditures on education will increase significantly compared to 2025. In particular, an increase in expenditures on grants and pre-conscription military training is envisaged. Budgetary expenditures are also envisaged for private higher education institutions.
