The Ministry of Education and Science has published a detailed allocation of funds from the state budget between higher education institutions. In total, the MES will spend 16.26 billion hryvnias for universities in 2020.

Since 2020, higher education institutions are funded using a formula where universities with better results of their activities receive more funding than last year.

The Ministry of Education and Science of Ukraine made a calculation of the amount of funding in 2020 by specific indicators, including:

  • how big the university is;
  • contingent;
  • regional coefficient;
  • positions in international rankings;
  • the amount of research funding the university receives from business or international grants.

From 2021, the employment of graduates will be added to these indicators and will be monitored through the online system by the MES.

136 higher education institutions and 12 their affiliates with their own estimates will be funded by this formula. In 2020, 94 institutions will receive 100–120% from the 2019 budget and 54 – 95 – 99%.

In 2020, due to the calculation formula of funding, 17 universities have received increased funding for more than UAH 15 million. In the top five there are following universities:

  1. National Technical University of Ukraine «Igor Sikorsky Kyiv Polytechnic Institute» (+ $ 84.4 million)
  2. Lviv Polytechnic National University (+ UAH 69.0 million)
