The Institute of Public Administration is an educational and scientific unit of Lviv Polytechnic National University formed by the Rector’s Order of July 27, 2021 No. 414-1-10 “On Formation of an Educational and Scientific Institute of Public Administration within Lviv Polytechnic National University”. The Institute was created on the base of Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine reorganized according to the Decree of the President of Ukraine of November 5, 2020 No. 487/2020 (“On Adjusting the Use of State-owned Objects Managed by the Public Administration of Affairs”), the Resolution of the Cabinet of Ministers of Ukraine of February 24, 2021 No. 147-r (“Some Issues on Reorganization of Educational Institutions”) and the Order of the Ministry of Education and Science of Ukraine of March 16, 2021 No. 316 (“On Reorganization of Educational Institutions”).
The Institute closely cooperates with local state administrations and local government bodies of eight western regions of Ukraine – the main customers of specialist training. Such cooperation enables studying better the needs of the regional authorities, learning about the level of training and opportunities for students of the Institute by state and municipal institutions.
The Institute focuses its activity on continuous improvement and the highest quality standards of educational services. Graduates of the Institute possess modern managerial knowledge, skills, and abilities; can hold leading positions in public authorities and local government bodies.
In general, the Institute carries out its activity in three directions:
- training of specialists for public authorities and local government bodies;
- advanced training and retraining of civil servants and local government officials;
- scientific research in the field of public administration, economics, and management, as well as training of scientific and scientific-pedagogical staff.
Focusing on the demands and needs of public authorities and local government bodies, the Institute has developed and implemented the following innovative educational programs:
- educational-scientific program «Public Administration» (Program Subject Area 281 «Public Administration») for a Doctor of Philosophy Degree − accredited by the National Agency for Higher Education Quality Assurance until 2026;
- educational-professional program «Public Administration» (Program Subject Area 281 «Public Administration») for a Master’s Degree − accredited by the Ministry of Education and Science of Ukraine until 2027;
- educational-professional program «Management» (Program Subject Area 073 «Management») for a Master’s Degree − accredited by the National Agency for Higher Education Quality Assurance until 2025;
- educational-professional program «Public Administration» (Program Subject Area 281 «Public Administration») for a Bachelor’s Degree − accredited by the National Agency for Higher Education Quality Assurance until 2025.
The educational process at the Institute of Public Administration is provided by the highly qualified scientific and pedagogical staff of three departments:
- DPG Department of Public Policy and Governance
- PAS Department of Public Administration and Public Service
- RLD Department of Regional and Local Development
The following departments and research laboratories ensure scientific research at the Institute:
- resources of territorial community development – Department of Public Administration and Public Service (PAS). Research laboratory head − DSc in Public Administration, Assoc. Prof., Assoc. Prof. of Department (PAS) Oleksandra Khudoba
- spatial development of territorial communities and territories – Department of Regional and Local Development (RLD). Research laboratory head – DSc in Economics, Assoc. Prof., Head of Department (RLD) Yevhen Matviishyn.
The scientific and pedagogical staff of the Institute learn and introduce advanced foreign educational technologies into the educational process, promoted by the membership in a network of institutes and schools for public administration in Central and Eastern Europe (NISPAcee).
